Due to the COVID-19 pandemic, HUD did not release an Notice of Funding Availability (NOFA) for the Continuum of Care program. Instead, renewal projects were allocated based on 2019 award amounts, with adjustments made to rental assistance projects due to an increase in the Fair Market Rent (FMR).
